Abstract

The Water Police (Polair) acts as a law enforcement agency that plays a strategic role in maintaining security and order in Indonesian waters. However, the role of the water police does not only depend on the implementation of security tasks, law enforcement and policies, but also on how coastal communities view and accept the presence of the water police. This study aims to determine the perceptions and motivating factors of coastal communities regarding the role of the water police in maintaining maritime security in Warmon Village, Sorong Regency. The research method used is a qualitative descriptive study in the form of written or spoken words from people and observed behaviour through data collection techniques such as observation and documentary interviews. The results of the study show that the perception of coastal communities towards the Water Police in maintaining maritime security in Warmon Village, Sorong Regency, tends to be positive. This was obtained from the results of interviews related to communication and information, social interaction, security and law enforcement, as well as motivating factors for perception based on direct experience, social environment, the influence of mass media and social media, and local values and culture. These positive perceptions serve as social capital in building a synergistic partnership between coastal communities and the Water Police in maintaining the security and sovereignty of Indonesia's maritime territory.
