Open Access Policy
1. Open Access Statement
Sentralisasi is committed to promoting the dissemination of scientific knowledge and making scholarly research widely accessible to the academic community and the public. Under this Open Access Policy, articles published by Sentralisasi are made freely available online without subscription fees or pay-per-view charges for readers. This policy follows the transparency principles developed by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishing Association (OASPA), and the World Association of Medical Editors (WAME), which require journals to clearly explain their access conditions and any charges associated with accessing content. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 9: Access.
Readers may access, read, and download published articles without paying a subscription or access fee. Any conditions governing the reproduction, distribution, adaptation, or other reuse of an article are determined by the licence stated on the article and the journal website. The transparency principles jointly developed by COPE, DOAJ, OASPA, and WAME require journals to explain their access arrangements clearly and to identify any applicable access restrictions or charges. See the Principles of Transparency and Best Practice in Scholarly Publishing.
2. Free and Immediate Access
Sentralisasi provides free online access to its published articles from the time of publication. Readers are not required to pay subscription fees or article access charges to read the journal's open access content. The journal will communicate any exceptions or restrictions clearly if they apply. This approach is consistent with the transparency principles stating that journals must disclose how readers can access online content and identify any registration, subscription, or pay-per-view requirements. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 9: Access.
3. Copyright and Author Rights
Copyright ownership and the rights granted to Sentralisasi must be stated clearly in the journal's policies and on the full text of each published article. The journal will identify the copyright holder and explain the applicable copyright terms for its published content. These disclosure requirements are set out in the Principles of Transparency and Best Practice in Scholarly Publishing, Section 5: Copyright.
Unless otherwise specified in the journal's published copyright agreement, authors retain copyright in their work and grant Sentralisasi the rights necessary to publish and disseminate the article. Authors are responsible for ensuring that any third-party material included in their manuscripts may lawfully be published and reused under the applicable terms. The journal must ensure that its copyright arrangements are clearly distinguished from the copyright of the website itself, as explained in the Principles of Transparency and Best Practice in Scholarly Publishing.
4. Open Access Licensing
Sentralisasi will identify the open licence governing each published article and provide a link to the applicable licence terms. The licence information must be accessible on the journal website and displayed or clearly identified in the full text of each article, including its HTML and PDF versions. The joint transparency principles explicitly state that content designated as open access must use an open licence and that Creative Commons licences should link to the correct licence on the Creative Commons website. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 6: Licensing.
If Sentralisasi adopts the Creative Commons Attribution 4.0 International (CC BY 4.0) licence, users may share and adapt the licensed material for any purpose, including commercial purposes, provided that they comply with the licence terms, including appropriate attribution, a link to the licence, and an indication of changes where applicable. The licence terms are available at Creative Commons Attribution 4.0 International (CC BY 4.0). This licence should be named in this policy only if the journal formally adopts it.
5. Use, Sharing, and Reuse of Published Articles
Users may read, download, save, print, and share links to Sentralisasi articles without paying access fees. Further reproduction, redistribution, translation, adaptation, or commercial reuse must comply with the licence stated on the relevant article and with applicable copyright law. The journal will not imply that free access automatically permits every form of reuse; the permissions available to users are determined by the applicable open licence and its terms. This distinction follows the transparency principles requiring clear copyright and licensing information for open access content. See the Principles of Transparency and Best Practice in Scholarly Publishing, Sections 5–6.
6. Repository Deposit and Self-Archiving
Authors may deposit or share their published articles in institutional repositories, subject repositories, personal websites, or other scholarly platforms, subject to the copyright and licensing terms applicable to the article. Where the journal distinguishes between submitted manuscripts, accepted manuscripts, and the final published version, the relevant conditions must be clearly stated in the journal's repository and self-archiving policy. The joint transparency principles specifically require journals to explain their policies on posting author manuscripts and published articles in third-party repositories. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 6: Licensing.
Authors and other users sharing articles are encouraged to retain the article's title, author names, journal name, publication details, DOI where available, and the applicable licence information so that the work can be properly identified and attributed.
7. Publication Fees and Access Charges
Access to published open access articles is free for readers. Any article processing charges, submission fees, publication fees, or other charges imposed on authors must be disclosed separately and transparently on the journal website, including the circumstances in which they apply. Open access does not, by itself, mean that publication is free of charge for authors. The joint transparency principles require journals to disclose charges relating to manuscripts, while COPE's guidance on author fees and waivers emphasizes transparency and the independence of editorial decisions from financial considerations. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 16: Direct Marketing and Section 17: Author Fees and COPE Guidelines: Author Fees and Waivers.
Editorial decisions are based on the scholarly quality of submissions and the journal's editorial and peer-review policies, not on an author's ability to pay a fee. Where fees or waivers apply, the journal should administer and disclose them transparently and take steps to protect editorial independence. See COPE Guidelines: Author Fees and Waivers.
8. Digital Preservation and Continued Access
Sentralisasi will identify its arrangements for electronic backup and long-term preservation of published content so that the scholarly record can remain accessible if the journal or its publisher ceases operation. The journal should state the preservation services or repository arrangements it actually uses and keep this information current. The joint transparency principles require journals to explain their digital preservation plans and identify arrangements for long-term preservation. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 4: Archiving.
9. Publication Ethics and the Integrity of the Scholarly Record
Open access does not remove the journal's responsibility to maintain publication ethics and the integrity of the scholarly record. Sentralisasi will make its publication ethics policies accessible and explain how it handles allegations of research misconduct, conflicts of interest, corrections, retractions, and post-publication concerns. The joint transparency principles state that journals should publish accessible ethics policies and follow COPE guidance, or equivalent procedures, when allegations of misconduct arise. See the Principles of Transparency and Best Practice in Scholarly Publishing, Section 7: Publication Ethics and Related Editorial Policies and COPE Core Practices.
Where an article requires correction, an expression of concern, or retraction, Sentralisasi will follow its relevant editorial procedures and applicable publication ethics guidance. Such actions will be taken to preserve the accuracy and integrity of the scholarly record rather than to restrict legitimate access to published research. See COPE Core Practices.
10. Policy Transparency and Review
This Open Access Policy will be made publicly available on the Sentralisasi website. The journal will review the policy when its access arrangements, copyright terms, licensing practices, author charges, or preservation arrangements change. Any material changes will be communicated transparently so that authors, readers, and other users can understand the conditions under which the journal's content is made available. This approach follows the joint transparency principles requiring clear and accessible information about access, copyright, licensing, and journal practices. See the Principles of Transparency and Best Practice in Scholarly Publishing.
