Analisis Implementasi Kebijakan Pelayanan Publik Berbasis Digital di Kabupaten Raja Ampat
Abstract
This research analyzes the implementation of digital-based public service policies in Raja Ampat Regency. The study focuses on: (1) local policies and regulations related to electronic service provision (Regulation of the Regent), (2) readiness of infrastructure and human resources, and (3) barriers and strategies for improving the effectiveness of digital public services. The research method uses a qualitative approach; data collection is carried out through policy document studies, semi-structured interviews with officials from the Department of Communication and Information (Diskominfo) and Integrated One-Stop Service (PTSP), and observations of digital services (e.g., smart city portal, e-PTSP). Preliminary findings indicate that Raja Ampat has issued local regulations for Electronic-Based Government Systems (SPBE) and electronic services (Regulation of the Regent 2021 and 2022) and has developed several service applications/portals (e.g., smart city, Teras Layanan). However, implementation faces challenges in infrastructure (inter-island connectivity), human resource capacity, digital literacy of the community, and service integration across regional government agencies (OPD). The research recommendations include strengthening connectivity infrastructure, human resource capacity-building programs, data interoperability mechanisms across applications, and community involvement in service design.
