Peran Analisa Jabatan dalam Kebijakan Pengelolaan ASN (Kajian Literatur)
Abstract
Bureaucratic reform in Indonesia demands professional, accountable, and performance-based management of the State Civil Apparatus (ASN) through the implementation of a merit system. This study aims to examine the role of job analysis as a strategic instrument in ASN management policy. The method used is a literature study with a narrative-based literature review approach through analysis of various credible scientific sources. The study results indicate that job analysis plays a crucial role in employee placement, career development, and ASN performance improvement, while also supporting the principles of objectivity, transparency, and accountability. However, its implementation still faces challenges related to human resource competency and technology utilization. Therefore, strengthening regulations, increasing apparatus capacity, and optimizing digitalization are needed to support effective ASN management and bureaucratic reform.
