Peran Kepemimpinan Transformasional dalam Pengelolaan Arus Mudik dan Arus Balik Tahun 2026 (Studi pada Dinas Perhubungan Provinsi Sulawesi Tenggara)

Abstract

This study aims to analyze the role of transformational leadership in managing the 1447 H exodus (mudik) and return (return) flows at the Southeast Sulawesi Provincial Transportation Agency. The method used was a qualitative approach with a case study design through interviews, observation, and documentation. The results show that transformational leadership is implemented through four main dimensions: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. This leadership is able to strengthen cross-sector coordination, encourage technology-based innovation, and increase the motivation of officials in providing public services. Furthermore, the implementation of a digital monitoring system and the use of information media contributed to the effectiveness of the management of the exodus (mudik) and return (return) flows in Southeast Sulawesi Province in 2026. Consequently, the quality of public services in the exodus and return flows in Southeast Sulawesi Province has improved, despite challenges such as limited infrastructure and resources.
